Where the money comes in.

Revenue is the other half of the picture. These are amounts recorded coming in and going out, not a bank balance or a balanced-budget test.

Why revenue and spending do not balance here

The state can spend money collected in an earlier year. Transfers can move money between accounts. Revenue may be recorded by one agency while another agency spends it. This summary does not reconcile opening cash, every transfer, or the audited financial statements.

That means a difference is a question to follow up, not proof of a deficit, surplus, missing money or unlawful spending.

What this includes

Signed revenue entries (RV) and expenditure entries (EX), with negative adjustments retained. Source fiscal years, rather than posting dates, set the window. The statewide view stays FY2023–25. Selected Justice Reinvestment comparisons separately show FY2022–25 to match those articles.

These values reconcile within the available ledger extract. That does not independently prove that the source portal supplied every revenue record. A fund name is an accounting label, not proof of a particular statutory allocation.
